Richmond Properties, Inc. was formed in April 1992 for the purpose of serving individuals and corporate clients in the area of real estate leasing, sales, investment, and development primarily for retail and office use.

The initial philosophy was to maintain a small, competent, and qualified staff to offer the client the best possible service on a direct basis and to create a relationship for repetitive business. The company modified its business plan to include partnering with other highly skilled and successful commercial real estate executives and companies to allow for additional capital and growth. This philosophy has proven to be successful over the years and remains in place today.

Through its reputation and years of experience, the company has formed an excellent working relationship with the commercial real estate community throughout the southeast. For the last several years the company’s emphasis has been placed on the development of smaller retail projects leased to national credit tenants and tenant representation for national and regional retail tenants. The company’s client list includes an impressive array of national and regional retail tenants and quick service restaurant tenants.

Carter L. CooperPresident
Carter Cooper has broad experience in all phases of commercial real estate development, lease negotiations, financing and acquisitions. He formed Richmond Properties, Inc. (RPI) in April 1992. The company specializes in retail development, commercial leasing and retail investments. RPI’s primary emphasis has been on retail development for national tenants, some of which include Walgreens, Dollar General, Advance Auto Parts, and Panera Bread. Prior to the formation of Richmond Properties, Mr. Cooper served as Qualifying Broker and Chief Executive Officer for a full service commercial real estate company. Mr. Cooper was directly involved in the development and property management of over 3,000,000 square feet of office and retail facilities and leasing transactions exceeding 4,000,000 square feet. The various office developments consisted of single-story technical parks to medium rise Class A buildings with the largest being a nine-story building containing over 200,000 square feet. The various retail developments ranged from specialty centers to power centers with the largest being over 350,000 square feet. Prior business experience also includes five years with a small real estate development company and two years with a national public accounting firm.
Hunter L. KellerVice President
Hunter Keller has vast experience in all aspects of retail leasing, brokerage, tenant representation, site selection and contract negotiations. He has worked in the commercial real estate industry in Birmingham, Alabama since 1985. Mr. Keller joined Richmond Properties, Inc. in April 2006 and has served as Vice President since January 2008. Prior to joining RPI, he worked for several other full service real estate companies with primary responsibilities for retail leasing, brokerage and tenant representation. Mr. Keller’s national retail clients have included Panera Bread, Hobby Lobby, Books-A-Million, Pier 1 Imports, Men’s Wearhouse, Qdoba, Regis, Rack Room Shoes, Ascensia (Dress Barn and Maurices), Chili’s, Pet Supplies Plus as well as several other brand-named tenants. Mr. Keller has been involved in multiple developments for Walgreens, Panera Bread, and other retail developments with Richmond Properties. He has also been involved with site selection, contract negotiation, and development of over 100 Dollar General locations in various states. Before entering the commercial real estate field, Mr. Keller worked in commercial banking for several years.
Blair S. CooperVice President of Operations
Blair Cooper graduated with honors from the University of Alabama majoring in Finance with a concentration in Real Estate. Upon graduation, Blair joined Richmond Properties, Inc. in 2008. Initially, she assisted with preparing marketing information for all sites including demographics, traffic studies, and targeting tenants. Blair is responsible for all administrative tasks of the company including lease and contract administration. She is active in researching markets to identify potential properties for acquisition and development. In addition, Blair assists in all aspects of development and leasing activity including negotiating leases with landlords for various tenants.
Miller C. CooperProperty Management/Site Analysist
Miller Cooper joined Richmond Properties, Inc. in August 2021 after attending Southern States College. Miller’s primary responsibility is assisting in targeting sites for various tenants by determining the existing tenant base in various markets, property restrictions, tenant limitations, and the demographics required for recommending specifics locations. He also assists with property management and has direct contact with on-site tenant representatives. He is involved with lease administration for properties under management. In addition, Miller assists in the review of contractor pay applications for projects under construction/development and draw requests to various lenders.
Jason C. CooperConstruction Coordinator – Independent Contractor
Jason Cooper began assisting the company in 2018 with coordinating the construction activity for various developments. Jason is also responsible for the design and installation of all landscaping and irrigation for the company’s developments. He graduated from Auburn University in 1997 with a Bachelor of Science Degree in Ornamental Horticulture and has 30 years of experience in all phases of the landscape and construction industry. This experience includes commercial, residential, golf course and college campus projects in Alabama, Georgia, Mississippi, and Tennessee. Jason is the Principal of Sweetspire Gardens, LLC founded in 2015.

We research and locate sites for development and then analyze factors including demographics, market strength, infrastructure, traffic flows, utilities and other pertinent factors to compare all potential sites. This process results in a better understanding of the problems and advantages of each site and enhances the probability of producing a successful development.


We perform a detailed financial analysis for each proposed real estate transaction. Working with various qualified consultants, we secure preliminary site plans and construction costs that enable us to create a design that fits within the scope of the overall preliminary budget. The financial analysis is the most important part of any real estate transaction. Every class of real estate has a specific set of financial nuances and circumstances that must be considered.


Over the years we have developed excellent relationships with national, regional and local brokers, many of which represent active credit tenants expanding their footprint in various markets. We also represent various credit tenants and through the combination of our resources and that of our broker network, we secure tenant commitments/leases for each development prior to closing on any transaction. The quality of the tenant base determines the quality of the development and its ultimate success.


We are experienced in handling all aspects of permitting and design during the preconstruction process. This includes obtaining engineering and architectural plans, conforming to municipal and state property restrictions, securing all necessary licenses, and securing all approvals and permits to begin construction. Every municipality and state have different standards and requirements that affect the design and the process of securing the necessary permits. We also explore all possible incentives that may be available for each transaction through qualified companies representing various municipalities.


The construction of each project is obviously a major factor to the long-term success of every real estate investment. This process includes constant communication with general contractors, site visits, budget comparisons with actual costs, construction draw applications and approvals, verifying payments to contractors, sub-contractors, vendors, securing lien waivers, and much more. We follow the necessary procedures to ensure the end product is delivered on time and in a quality fashion.
